Part of the explanation is that while there were several couples in attendance, most of the spankings were between people who were merely friends and sometimes new acquaintances. These are not usually going to be explicitly erotic.
If I wanted to emphasize erotic spanking I’d limit the group to couples, have softer lights and encourage people to use the back rooms more. The back rooms are an option now, of course, but to the extent that these are folks that do not know each other well, it’s not likely to get very sexual. That’s almost exclusively an established couples thing.
